Well, all of the one piece ferrule phenolic break cues I saw had leather tips glued to them. I was watching all of them. However, on round 1, day 1 - I saw someone using an X-breaker. I should have taken note of their name. No one said anything, nothing was made out of it. Probably because the tip looks like leather (ie, not a solid one piece Tiger Jump/Break Tip - This is a super-hard laminated leather break tip, for those who don't (or can't) go with the phenolic tips. A phenolic tip for breaking speed almost doesn't warrant chalk - you have to be really accurate if you want to amp it up. I much prefer the Samsara JB tip - but really recommend any other very hard LEATHER tip over phenolic, which, by the way, became illegal as a break cue tip in BCA..
